:: Elementalist PvE Support Buff

I decided to take some action after a very on point feedback. Regards of Elementalist not even exceling or being enough as a support class.

They also sucked at clearing.
As an attempt to make them more useful but not replacing other roles. I decided to touch their skills a bit more.

Do note, not everything might be working as intended!

- Skill Cooldowns
All of the PvE skills well most of them has been reworked. Mostly decreased. A clearer must be able to use most of their skills in any situation to clear the monsters.

- Support skill Emergency Exit
Impact Presser - has been converted into a PvE skill at Lv.2 which should function as Emergency Exit.
