You can buy set items from the cash shop.
However if you are looking for the BDL / Elga set. Then you will need an approval of the staff member in-game.
This consist of showing passion that you will PvP following the rules and have manners.
They may give you simple questions, and depending on your answer, you may or not get those items from the Mileage shop.
