Can't fix that without source of client and server.
When you make a drakan, make sure you join a guild and test if it's guild chat bugged or not, after joining a guild, make sure you relog.
Then continue on with your character after confirming it's not bugged into a guild.
Sniping: Make it to 200000%/single hit, CD to 30 second
(Reason): Make Bombardier more like a boss dps as you said. Carpet Bombing: Increase the scale to 75000% and CD to 10 second
(Reason): Same as Sniping's reason.
Not entirely sure why you want to make bombardier 2 times stronger than overlord when they're a ranged class with safety skills. They are already full fledged boss dps, I don't really understand why they need more dmg.
Do note that skils such as cossacks tesla coils are skill actors, once you cast it they do dmg without your need of control. Basically "Free dmg". While they are doing dmg, you can also do dmg with your own skills, for them to be of high scale, is an absurd thing to have in. Unless the class is remotely based on such "summoning" like skills. Which only elementalist is with their spikes, earthquake and the rest of their skills are.
Another important thing to take a note to, is that you are not specifying if the skills you suggest are for PvE only or not.
Head Spin: Cancel airborn on PvE version
(Reason): Make it easy to combo with other class on creep clearing.
Trust me, removing this will make joker stupidly annoying to play later on. You will need the tiny launching for interrupting monsters.
Demolition Charge: Half the charge duration
(Reason): Wasted too much time on charging.
Hardly possibly to shorten it down, even tho, your time on charging this skill to 2nd point is never wasted if you land the hit. The reason why it does so much dmg is because it has to be charged and you're left slightly vulnerable.
If this was a instant skll such as Bears or so, then the dmg of this would be 100 times less.
